Sue Cavill

Sue Cavill has a rare combination of expertise in the physical, institutional and operational aspects of water and sanitation service delivery, with a solid track record in policy-level research and analysis and wide international experience, in both urban and rural settings.

In urban settings, Sue’s focus has been on the operation and maintenance of water supply and sanitation facilities; service provision and accountability to slum communities; design of private sector participation in utility management to benefit the poor; and governance of service delivery.

In the rural sector, her particular areas of interest are sanitation, community participation, and the design of hygiene education programs.

Sue has worked as an engineer on community water supplies in Guatemala and has collaborated with Loughborough University's Water, Engineering and Development Centre (WEDC) on several projects, as well as with the NGO Engineers Against Poverty.

Following a first degree in Development Studies and an MSc. in Infrastructure Engineering, Sue was awarded her PhD for her work on the relationship between accountability and quality of urban service delivery, following field work in South Korea, UK, Bangladesh and South Africa.

Sue has been working as a specialist advisor to the UK’s Department for International Development in recent years and has also worked with non-governmental organisations and international networks of community-based organisations. She was lead consultant in Public World’s scoping study for the World Bank and Freshwater Action Network (FAN) to facilitate improved civil society participation in urban water and sanitation development projects.

Widely published in peer-reviewed journals, Sue is also deputy editor of Waterlines journal.
